What is a Completion Certificate?

 

First of all, there is the question of what a completion certificate is exactly. Let me explain it briefly. As a requirement of the Buildings Act 2004, a completion certificates a legal document that confirms that a newly constructed building was constructed and completed according to all safety norms and regulations set forth in the Buildings Act 2004. During the construction phase of the project, the builder must obtain a No Objection Certificate (NOC) from the local and municipal authorities to ensure that the project is in proper working order.

Upon completion of a building, a completion certificate is awarded by a local authority (either a development authority, a municipal corporation, or a panchayat) after a thorough inspection has been conducted. The certificate enables buyers to be assured that the construction work has been carried out according to the standards and designs that have been approved by the local authority.

 

Importance of Completion Certififcate

 

As a testament to the builder’s compliance with the National Building Code of India 2005, this certificate serves as testimony. Before awarding this certification, a number of relevant standards are assessed, including floor space index (FSI), basic structural design, identifying the building’s land, the number of floors, the quality of the structure, and the height of the structure, among others.

Additionally, this certificate is required for the installation of basic amenities for the structure, such as electricity, water and other utilities. Additionally, in in the case residential buildings, it is only upon receipt of a completion certificate that the water rate will be changed from a non-domestic to a domestic water rate.
